Institutional website design for Tuluá Municipal Council
The website redesign for the Concejo Municipal de Tuluá in Valle del Cauca, Colombia, brought together research, information architecture and institutional graphic design. Developed in 2022, the project aimed to organize the council’s information and present it consistently for public consultation.
My work covered requirements gathering, the portal’s conceptual and visual direction, and interface design. The mockups, banners and publications collected here show how that approach was applied across different formats.
Requirements and information architecture
The process began with meetings involving council members and other stakeholders to identify the website’s needs, objectives and expectations. Those discussions informed a navigation structure designed to help people find institutional content.
The proposal connected the council’s introduction, profiles of its members and information about public participation. Each section needed a recognizable purpose within the portal and a clear relationship to the rest of the content.
A consistent visual language for the portal
The interface and graphic assets used the institutional coat of arms, green and red colors, and a visual treatment built around curves and frames. These elements were adapted to horizontal banners, staff profile cards and council member profiles, with a hierarchy for names, roles and supporting information.
The mockups show the council’s introduction, its 2022 governing board and the “Jueves de la Comunidad” participation initiative. The gallery preserves the period’s original artwork, names and Spanish copy as examples of the visual work.
Publications and community participation
Two original documents extend the institutional communication work shown in this case:
- 2022 Municipal Gazette: an annual report covering the council, its mission and vision, committees, activities and draft agreements. The viewer displays the PDF’s 27 pages, several of which contain designed two-page editorial spreads.
- Jueves de la Comunidad: a five-page publication explaining the participation initiative, its intended participants and the process from registration through documentation and follow-up of interventions.
Both documents can be browsed in the viewers and downloaded in their original Spanish versions. They demonstrate how typography, layout and institutional graphic elements extended from the website into longer publications.

The project’s contribution is visible in the relationship between structure, interface and graphic content. Ease of consultation and access to information were design criteria; the displayed work documents the scope delivered.
An approach for other institutional websites
